More insulation needed on Charleston home

The attic on this Charleston home had insulation but it was old and compacted.  Adding more would save some cash on their utility bills.  There's also an unprotected wire seen in this photo.  It should be protected from physical damage by putting some plywood around the attic stairs at that location.
