improper connection

During a home inspection in Summerville I found this improper connection.  It is a conductor that actually goes to the water heater. ( Water heater is behind panel)  Apparently the home owner had an electric water heater timer hooked to it and when it went bad he just capped off the wires.  This improper connection went into the report!
